A democratic government, as well as NGOs, are supposed to be responsive to citizen needs, but it’s not clear that what the public wants is always best. Complex decisions might require more skill or research than the average member of the public has, and listening to the voice of the majority can leave minorities behind. How can governments and NGOs keep track of citizen opinions, and what should they do with them when they’ve got them?
